Why does the Asilomar report count incoming transfers from within our region and add it to the total intake? Is it counting them twice if all regions are selected?

If you select a single region on these reports, or a collection of regions but excluding at least one, then internal transfers are counted as transfers within or outside of alliance.

This is so larger sites with multiple regions can include statistics of animals that entered their care from other physical locations. 

However, please note that these animals are never counted twice: if all regions are included in the report then internal transfers are ignored completely in favour of their actual intake and outcome. 

It is purely so you can account for additional number of animals that enter care at a different location and then are internally transferred to the one you are reporting on.
