What is the "Breeder/Shelter Registration#" field and "Set Default Breeder Supply Number" button for?

Recently a law was introduced into some Australian states that made it a requirement for all dog breeders to be government registered. Each breeder is issued a Breeder Identification Number and this number must be visible anywhere their puppies are advertised for sale. 

These laws also apply to Shelters and Rescues, but because they frequently have litters enter care that have been abandoned or are strays that enter care without this ID number, they too are issued a "Breeder ID Number" that must be displayed at all times.

The "Breeder/Shelter Registration#" field is therefore used to display this number so it may be applied to any paperwork and push it to any relevant public facing websites where the puppies may be offered for adoption, and it keeps a history because, in those places where this is a legal requirement, they are also required by law to track any changes to the field.  

The field is there to record and display this identification number so it can be pushed to the relevant places, and it keeps a history because there are legal requirements to prove that a valid id number hasn't been deleted or overwritten by another number.

The number must be applied to all incoming puppies - the number assigned to the private breeder, if possible, but in cases where that isn't possible then the Shelter's number is applied. The number can be quite lengthy and difficult for users to remember, the "Set Default Breeder Supply Number" button was added so they can simply click the button and the preset number for the shelter is applied to the field.

This feature may not have much value for US sites right now, but it was required by law in Australia so it was accommodated for that reason.
